Guide to Planning Local Government Health Services
Launched in 1999 by the Philippines Department of Health, the Matching Grant Program (MGP) has dramatically expanded the coverage and quality of the primary health care provided to women and children in a decentralized program setting. This step-by-step training manual and facilitation guide shares the approach used in the Philippines to help Local Government Units to assess unmet needs for essential health services and to plan and implement interventions.
Using the MGP action-learning approach, local teams plan and implement every step of the process, from gathering and summarizing family health data to planning facility and community assessments. This guide provides detailed session guidelines, supporting materials, forms, facilitators’ notes, and a CD-ROM for printing the workshop materials.
