Building Leadership
Visionary leadership at all levels is required to handle challenges in HRH and to achieve results in complex conditions. MSH works with organizations to develop and strengthen leaders at all levels so they have a sense of ownership and accountability, and can come together to find innovative solutions to health challenges.
At the national or provincial level. A comprehensive, multi-sectoral approach requires committed leaders at the highest level to motivate stakeholders, orchestrate all the elements, and advocate for human resource reform. They must lead the way in coordinating a national response to high-priority health problems, and they must provide sustained leadership to oversee reform.
Because leaders at the top are watched by others and “set the tone,” they have tremendous influence on the rest of the system.
At the local level. Strong local leaders can mobilize their communities to supplement facility-based services, providing education, home care, monitoring, and support for community members with chronic and infectious diseases.
At the service delivery level. The human resource crisis is most keenly felt at the service delivery level. Leaders at this level are needed to mobilize resources, develop teamwork, share information and motivate and support staff.
Countries and programs that have had success in delivering effective health services and confronting the human resource crisis have strong and committed leaders.
