Senior Monitoring and Evaluation Advisor
Harriet Rachel Kagoya Kibuule is the Senior M&E Advisor for the USAID-SIAPS program in Namibia and also serves as MSH-Namibia’s documentation and communications staff. She is a public health professional with over 16 years’ work experience in design, implementation, M&E, research, management, documentation and information dissemination, and capacity building for public health and humanitarian development programs in Uganda, Tanzania and Namibia. Harriet holds an MPH, MBA (Specialized in Project Management) and BSc/Education honors degree (Biology major). She has authored / co-authored several manuscripts, conference papers and technical reports, a number of which have been published. She is spearheading SIAPS-Namibia’s legacy documentation. She has worked with international NGOs including Management Sciences for Health (Uganda & Namibia), Agha Khan Health Services (Tanzania), Society for Family Health (Namibia) and World Vision International (Uganda). She is fluent in English and a member of the Uganda Evaluation Association.
