Senior M&E Advisor
Francis Wasagami is the senior monitoring and evaluation advisor for the Strengthening Tuberculosis and HIV/AIDS Response in Eastern Uganda (STAR-E) Project. A public health specialist with more than 12 years of experience designing and implementing health information systems, Francis has worked with districts to strengthen their health programs' monitoring and evaluation (M&E), which has led to significant improvement in data quality. Before joining MSH in 2013, Francis was the M&E specialist for the AIDS Support Organisation (TASO) in Uganda, where he was responsible for setting up the M&E system for the organization's antiretroviral therapy program. He also spearheaded the development of the five-year M&E plan for TASO Uganda. He has a master of public health from the University of Pretoria, South Africa, a master of science in computer science from Makerere University in Uganda, and a bachelor of statistics, also from Makerere University.
