El Salvador - Country Initiatives The passage of a decree by El Salvador's legislature that prohibited the privatization of public services caused delays in the development of the prime vendor initiative during the project. The decree kept the Ministry of Health from submitting a separate budget to pay for prime vendor services. Although the degree was subsequently withdrawn, the delays pushed program activities into Year 4 that were then stifled by the resignation of the Minister of Health and the inability of the new Minister to continue the program. These changes have made it impossible to continue the prime vendor initiative in El Salvador at this time, with the final year of the program focusing on evaluating the impact of the processes and one tender that was completed, and on development of lessons learned. |
