People living in developing nations continue to face significant barriers in access to essential medicines and health commodities. Concerned members of the global health community met this December in Dar es Salaam to share ideas, experience, and plans for moving forward, with a focus on recent and ongoing efforts to confront this crisis.

The 2003 Strategies for Enhancing Access to Medicines (SEAM) Conference was presented in collaboration with the Ministry of Health of the United Republic of Tanzania, the World Health Organization's Department of Essential Drugs and Medicines Policy, the Rockefeller Foundation, the International Network for Rational Use of Drugs, and MSH's Rational Pharmaceutical Management Plus Program, which is funded by the U.S. Agency for International Development. The SEAM Program is funded by the Bill & Melinda Gates Foundation.

The 2003 SEAM Conference, centered on the theme of Targeting Improved Access, focused discussion on a range of issues integral to the problem of essential medicines access in the developing world (see Agenda). The Conference also provided the opportunity for the SEAM programs in Tanzania, Ghana, Kenya, and El Salvador to share information on the progress of their activities.

The Conference format featured a combination of plenary sessions and roundtable discussions, giving participants the chance to learn from others and to share their own knowledge. New to this year's Conference, poster presentations provided further opportunity for participants to share information about their initiatives, research, and experience.
