Restoring health services is an essential component of any major nation rebuilding that follows prolonged periods of conflict. Decisions governing human resources for health are thus crucially important for rebuilding the health system. This paper examines the issues and implications of restoring a health workforce within a complex political environment and discusses the key actions for reconstructing the health workforce.
