Country Ownership and Organizational Capacity Building: Beyond Principles to Practices

Prepared by the USAID-funded AIDSTAR-Two project, this technical brief discusses country ownership in the context of organizational capacity building in public institutions and civil society organizations in the health sector. It outlines some key practices and approaches that can be used to strengthen country ownership, and the required shifts in behavior among donors, countries, and implementing partners to strengthen local institutions and organizations. Case vignettes demonstrate the role of organizational capacity building in a variety of settings including public sector, and HIV and AIDS local civil society organizations in strengthening country ownership in the context of AIDS response.
