Human Resources Management Rapid Assessment Tool for HIV/AIDS Environments

A strong human resource management (HRM) system is critical to ensuring that the necessary human resources are in place to deliver HIV-related services.

Using the HRM-HIV Tool, managers can generate strategies for retaining and recruiting staff, minimizing the infection rate among health care workers, and improving organizational morale and performance. The tool includes instructions for assessing an HRM system’s performance and interpreting the results, and an assessment instrument – a matrix that includes 21 HRM components and characteristics that describe each component at four different stages of development. The tool also provides guidelines for setting priorities and planning improvements.

Both large, multisite organizations and small, single-site organizations can apply the HRM-HIV Tool to strengthen their HRM systems and help minimize the impact of HIV/AIDS on their workforces.
