 In fragile states such as Haiti, MSH believes that governments must lead development initiatives and work in partnership with nongovernmental organizations (NGOs) and the private sector. This whole of society approach is multi-pronged: (1) working with the Haitian Ministry of Public Health and Population to strengthen the policymaking and coordination functions that belong uniquely to the government, and (2) working at the service delivery level to build on existing health care.
