In 1992, the Mexican Federation of Private Associations for Health and Community Development (FEMAP), an organization offering services to Mexico’s poor, began working to increase its sustainability. By generating more local fees and donations, the initiative increased FEMAP’s cost recovery rate from 30% to 80% in four years.
