The Management and Leadership Program is founded on the experience MSH earned in three five-year USAID-funded projects: the Family Planning Management Training Project (FPMT) and the two Family Planning Management Development (FPMD) Projects.

These programs strengthened reproductive health programs around the world and increased MSH’s understanding of what makes for good management in family planning and reproductive health. Through the M&L Program, MSH is applying this knowledge to primary and preventive health programs.

Low-cost, low-tech tool still widely used

As M&L gathered insights from multiple countries over fifteen years, leadership emerged as a key variable that strongly affects performance. We saw that good management must go hand in hand with good leadership. Supervision systems only work well if they support staff in doing work that is respected. We found that work groups could exhibit excitement and cohesion when team members are recognized for their contributions no matter where they stand in the hierarchy. And because effective management is never divorced from good leadership, we have aimed the M&L Program toward "developing managers who lead."

This collaborative view of management and leadership has moved the focus of the M&L Program away from dependency on outside expertise. Instead, M&L focuses on building sustainable partnerships with clients and colleagues and forging links between quality health services and good management.
