There are many ways to successfully mainstream and scale-up leadership and management capacity. By examining how LMS approaches, strategies, and results have been institutionalized into organizations and agencies in 11 countries, LMS has learned that:

The most important factor is a clear commitment from the local participants to own and sustain the mainstreaming and scale-up processes.

People are more important than systems. Improvements in health systems are attained when the people working within them have the power to implement change as well as the tools to do so.
