Rwanda

Thanks to innovative health reforms, maternal and child mortality in Rwanda declined by more than 70 percent between 2000 and 2013. In this context, Rwanda became a pioneer of performance-based financing for the health sector and serves as model for other developing countries. MSH has been a technical partner to the government of Rwanda from the outset of its reform process and continues to support the country in sustaining improvements in health. MSH led the implementation of USAID's HIV Performance-Based Financing project from 2005 to 2009 and fulfilled the same role for the Integrated Health Systems Strengthening project, which ran from 2009 to 2014. 

While Rwanda, like most developing countries, benefits from increased accessibility of new medicines and fix-dosed combination formulations to treat HIV and AIDS and malaria, the country’s lack of experience with these products creates concerns about medicine safety and highlights the need to identify and evaluate adverse drug reactions (ADRs) to better understand possible risks and improve treatment protocols. Rwanda is also in need of better coordinated political and legal frameworks of the pharmaceutical system, including the establishment of a national medicine regulatory authority to enforce laws and build capacity in core functions of medicines regulation. Through the USAID-funded Systems for Improved Access to Pharmaceuticals and Services (SIAPS) Program, MSH strengthened the pharmaceutical management system as measured across five building blocks: governance, human resources, information, financing and service delivery.  

MSH is currently implementing the Rwanda Health System Strengthening project.
